It’s very common for a lot of webtoon artist to use photos that they’ve taken as their backgrounds for their webcomics. Some also like to purchase stock photos license and create backgrounds from those stock images using filters like the anime background filter that you can find in ibis paint app!
Another popular way that digital webtoon artist will use to make their backgrounds would be with 3D models and Clip Studio Paint is one of my personal favs but there are other webtoon artist that don’t like to use clip studio paint and prefer to create their comics using other programs and platforms so use what you enjoy most~
The program I use to create backgrounds for all of my webtoons and webcomic when I’m drawing on my computer is mostly Clip Studio Paint free 3D Asset, Acon3D and image filter effects.

Clip Studio also has a snap to perspective ruler feature too for webtoon comic artist that want to draw their backgrounds from scratch.

Another great feature that I like to use to add to my webtoon backgrounds is using the perspective rulers built into the 3D models.
That way I can add additional background pieces around the 3D model dolls if I wanted a certain background dynamic angel to match the 3D model doll.

One of the things I love about Clip Studio Paint is that it has assets and tools specific for webcomic, webtoon and manga comic commercial and non-commercial creation.
On top of that they make their terms of service and usage license super open and clear so there are no issues or confusion with usage rights when it comes to using their 3D models to create your webtoon backgrounds.
Since I can not provide legal advice due to me just being a random mother of 3 and independant webtoon comic artist it would be best if you read Clip Studio Paint terms of services and reach out to clip studio paint on their twitter or email if you need additional clarity when it comes to usage license and copyright.
Webtoon background 3-D model maker
For webtoon background maker you can build your own from scratch using programs like Sketchup, Clara.io, Daz or Blender.

The hang up I have with that is how time consuming and steep learning curve it is for me so I stick to making my webtoons with remade 3D model backgrounds or draw it from scratch.

Here is are few programs that I’ve used to make webtoon backgrounds from scratch or from photo edits.

Tips for making Webtoon Comic 3D Backgrounds
Using the color balance to edit the undertones of 3D background after you’ve rasterized the 3D model layer is a great way to blend your background to your art.

With Clip Studio Paint you can’t build 3D backgrounds but you can stack material assets on top of each other to make new webtoon backgrounds!

Another tip to help make webtoon blend in the 3D background is use the blur effect combined with a gradient overlay to cover a corner of the background is another quick way to blend in your webtoon backgrounds!
